In addition to a defined basic budget, all schools have an untied school budget that is orientated towards the educational needs of the children. Schools decide autonomously on the use of funds. This individualised funding promotes quality competition and strengthens schools in socially challenging situations.

In addition to state funding, Berlin is setting up the ‘Future Fund for Education’, which actively involves companies and the city's population. Schools can apply for financial support to test innovative education and learning concepts in school development. Successful models receive additional funding for scaling up.

Berlin enables schools and daycare centres to obtain system accreditation according to the university model, taking into account experience from external evaluations of the Berlin education programme. Accreditation is granted if the school's own quality management system fulfils the legal requirements for teaching concepts. Through system accreditation, schools and daycare centres take responsibility for their pedagogical concepts and gain more autonomy in developing their own approaches.
